JOB SUMMARY:

Under the general supervision of the City Council and Mayor; the Clerk performs administrative duties and control of city records, ordinances, and acts of the City Council.

ESSENTIAL DUTIES/RESPONSIBILITIES

- Prepare minutes of all meetings and publish as required.
- Prepare, publish, and record all ordinances and resolutions.
- Enforce all ordinances as passed by Council.
- Issue permits as required.
- Process all complaints of residents and address or escalate to Council as necessary.
- Manage correspondence to/from the City.
- Prepare warrants for council approval on a monthly basis.
- Prepare monthly and annual financial reports and assist with preparation of annual budget.
- General office duties.
- Process payroll on a monthly basis for public works employees and quarterly for mayor/council/clerk/payroll; prepare all payroll reports and file as required.
- Maintain grant monies received and prepare necessary reports.
- Prepare entries to the general ledger.
- Maintain employee records and other records of the City.
- Prepare water billings and collections.
- Other duties as assigned by City Council/Mayor.

PERFORMANCE EXPECTATIONS:

- Ability to exercise good judgment, maintain good interpersonal relationships and adapt to change.
- Regular attendance of City Council meetings.
- Manage funds in compliance with State, Federal and City rules, relating to the receipt, custody and investment of public funds.
- Working knowledge of modern bookkeeping and accounting practices and procedures; modern office practices and procedures.
- Works with auditors and generates reports and presents all financial data in compliance with the audit.
- Ability to communicate effectively, both orally and in writing.

MINIMUM QUALIFICATIONS FOR EDUCATION AND EXPERIENCE:

- Associate’s degree in Business Administration or related field.
- Two years’ experience in accounting or related field or any equivalent of education and experience. Prior experience with Fund Accounting Preferred.
- Must be bondable with a clean record.
- Knowledge and proficiency in using Microsoft Office Suite

Job Type: Part-time

Pay: $24.00 - $27.00 per hour

Expected hours: 30 per week
