Development Services Representative, Lead ID - 16584

Essential Functions

 

  1. Coordinates the intake, recording, and dissemination of various documents, requests, payments, plans, reports, and other review items through the review process in an e?cient and timely manner.
  2. Assists developers and the public at the counter, over the phone, or by email by explaining the City's development process, code requirements, reviewing residential plans, issuing permits, and coordinating and tracking the progress of commercial development projects.
  3. Analyzes, interprets and enforces the plumbing, building, electrical and mechanical codes and the zoning ordinances for residential room additions and for electrical, plumbing or mechanical changes to residential projects.
  4. Coordinates documentation, inquiries, communication, scheduling, inspections, closeout, and acceptance in the construction process.
  5. Communicates with applicants on permit status, obtains information on incomplete documents, and resolves permit con?icts.
  6. Calculates plan submittal fees, plan review, and permitting fees.
  7. Checks documents for validity, accuracy, and completeness of information, records, ?les, and electronically distributes related information.
  8. Assists and provides direction to customers with permit applications, government forms, and other documents.
  9. Enters data into computer systems, processes transactions, compiles documentation, and generates reports.
  10. Periodically assists customers in scheduling and providing status for building inspections.
  11. Maintains tracking system and other software programs for plans submitted from time of permit application to permit issuance and certi?cate of occupancy.
  12. May provide work leadership and guidance to Development Services Representatives.
  13. Trains new and current employees.
  14. Assists, reviewing, and approving work.
  15. Handles the more complex and technical projects and customer inquiries.
  16. Supervises staff whenever the supervisor is absent.
  17. Completes various activity statistical reports, project monitoring, and/or other special projects.
  18. Ensuring that department management is informed of critical issues or other emergencies in the absence of the supervisor.
  19. Provides input on employee performance evaluations and disciplinary actions.
  20. Assists in the day-to-day scheduling of employees breaks, work periods, and coverage of workstations of public counters.
  21. Verifies and processes license contractor of general liability insurance.
  22. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors


Minimum Qualifications:
Two years of college level course work in planning, building construction, or a related field or three years of experience in planning, building construction, or a related field.

Building, Construction, or Inspection knowledge is preferred but not required.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • Computers and their application to the development process
  • Building construction techniques, and building, electrical, mechanical, plumbing and ?re codes
  • Building inspection procedures
  • Zoning ordinances and City codes
  • Development process, procedures, objectives, and standards
  • Development engineering and landscaping relative to development activity
  • Other Governmental Agencies' regulations such as the State Registrar and the State Board of technical registration

Ability to:
  • Establish and maintain effective working relationships with developers, architects, engineers, homeowners, contractors, and the public 
  • Communicate e?ectively verbally and in writing
  • Read, interpret, and explain construction plans, maps and other development and construction related documents
  • Perform basic mathematical calculations
  • Successfully resolve problems involving contractors, developers, homeowners and City sta?
  • Explain code requirements and development or plan review procedures and fees to persons with various backgrounds
  • Provide quality customer service while functioning regulatory capacity 
  • Coordinate the schedule of construction projects
  • Recognized and di?use potentially hostile situations with customers 
  • Work independently and perform tasks involving numerous details.

Special Requirements:
  • International Code Council (ICC) Certification as a Permit Technician is required at time of hire.
