Senior Electrical Tester ID - 12576

The City of Pasadena Water and Power Department is looking for a dynamic individual to fill the position of Senior Electrical Tester. Under general supervision, the Senior Electrical Tester will take the lead on designated testing projects and perform a range of skilled technical tasks. This role involves overseeing testing on city-owned equipment used for power metering, production, transmission, and delivery, located on both public and private property.

Ideal Candidate

The ideal candidate for the Senior Electrical Tester will have both knowledge and experience in the testing and maintaining of protective relays, instruments, and electrical equipment within substations, receiving stations, power plants and other electrical power facilities as well as testing and installing billing meters.

Essential Functions

 

The major responsibilities of this position are listed below. See Job Description for more detailed information.

  • Tests and maintains steam and hydro power plant, receiving station, substation protective relays and large private property customer recording and indicating instruments; performs test on high voltage switchgear, regulators, power transformers, distribution and transmission lines and fault recorders; performs operational and time sequence tests on system power circuit breakers; performs acceptance and performance tests on all new electrical installations and indicates equipment is ready to be energized and put into service; and checks wiring diagrams for operating correctness and makes necessary corrections.
  • Advises supervisors of wiring errors; consults on work to be done with power dispatchers, substation and steam plant operators, electrical distribution mechanics, electrical engineers and manufactures' representatives.
  • Locates and remedies trouble on electrical equipment as required, including emergency conditions.
  • Obtains clearances to remove transformers, substation circuits, transmission lines and station buses from service; checks station operators for correct and safe switching performance; and arranges to conduct tests on energized equipment.
  • Conducts ratio and phase angle tests of current and potential transformers on metering and relay circuits; and performs insulation and fault-finding tests on existing and new electrical equipment using up to 150,000 volts.
  • Prepares reports and maintains records of test results and equipment settings.
  • Performs lead responsibility of meter shop work; maintains meter inventory; organizes and assigns large meter jobs; and handles special metering tests in field including load management control equipment and time of use metering. 
  • Handles EMF, high bill and power quality complaints.
  • Instructs and assigns work to Electrical Testers, Apprentice Electrical Testers and Helper positions; acts as checker to the substation operator as needed and performs duties of the crew supervisor in the supervisor's absence or as required.

EDUCATION AND EXPERIENCE
  • Three years of experience in responsible electrical testing and direct related experience in electrical testing AND
  • Two years of college with courses in electrical theory and practice OR Attainment of journeyman Utility Electrical Test Technician status through successful completion of a State of California approved apprentice program.

The selection process may consist of any combination of training and experience evaluation, written exam, performance exam, interview panel, and department-level interviews.
