Summary

Under general supervision, organizes, assigns, coordinates and participates in the inspection of public works infrastructure construction projects to ensure compliance with City standards, specifications and approved plans during the progress of work and upon completion, report any concerns including public safety issues; assists in developing and implementing processes and procedures to maintain the City’s public works construction inspection program and performs related duties, as assigned.

Essential duties and responsibilities may include, but are not limited to the following:


  • Receive general supervision and assignments from supervising engineer.
  • Exercise technical and functional direction over Public Works Inspector staff which may include work priorities, work schedules, plan and schedule pertinent training, manage leave requests, conduct performance evaluations, evaluate inspection reports, and reward and/or discipline subordinate employees.
  • Verify the work of assigned inspection staff for completeness and accuracy.
  • Manage inspection workload by planning, assigning, directing, and coordinating inspection schedules or activities between department division needs.
  • Be available for and manage on-call, after-hours, and night work inspections as part of a rotating schedule.
  • Attend various internal and external meetings regarding public works inspection topics or issues.
  • Track, review, and ensure all permits achieve final inspection status, with permit staff.
  • Inspect public works and public utilities construction and maintenance projects including but not limited to: street improvements, pavement treatments, storm drain systems, water main system and service installations, sewer main system and lateral installations, lift stations, street utility cuts, trench repair and patchwork, traffic signal modifications/installations, underground conduit installations, pavement markings and legends, traffic sign installations, and other work to ensure construction and material properties comply with approved submittals, City standards, and specifications.
  • Inspect earthwork-excavation/fill, structural backfill, grading, slope construction, earthen berms and surface drainage; review/collect soils compaction reports, and test results.
  • Inspect portland cement concrete street improvements including: street pavement, curb and gutter, cross-gutters, spandrels, sidewalks, landscape curbs, drive approaches, wheelchair ramps, retaining walls, catch basins, and other infrastructure and ensure correct thicknesses, grades, and elevations.
  • Inspect asphalt concrete street paving, and slurry seal coating; ensure correct street sections by checking section layer thicknesses, grades, and elevations.
  • Inspect public works and public utilities construction and maintenance projects to ensure compliance with safety regulations and construction codes.
  • Inspect potable and non-potable water systems and sanitary sewer systems, including installation, testing, maintenance, and repair.
  • Inspect underground dry utility, interconnect systems.
  • Inspect and document all aspects of temporary traffic control device set-ups utilized in the Public Right of Way, maintenance of and conformance with codes, specifications and safety practices.
  • Review plans, submittals, specifications, and traffic control plans.
  • Conduct pre-construction meetings with contractors and various other entities.
  • Ensure contractors communicate with residents, businesses, and schools regarding construction impacts.
  • Utilize the City’s permit inspection software to photograph, prepare, update, and maintain daily field inspection reports.
  • Collect information, tickets, track time, equipment & materials and prepare daily field inspection reports for capital projects.
  • Measure, gather, document, and compile field data into bid item quantity calculation sheets for monthly reporting of work completed and payment to contractors.
  • Review and sign monthly progress payments to contractors.
  • Inform City staff of issues, concerns, and problems encountered in the field.
  • Be attentive to, stop, and issue violations for work being performed in the Public Right of Way without a permit.
  • Maintain confidentiality of work-related issues and City information.
  • Respond to citizen complaints and requests for information, including from the general public, developers, contractors, and utility representatives.
  • Review as-build drawings for public works facilities and utility projects.
  • During natural disasters, investigate complaints regarding the failure of public works and public utilities systems and facility, such as broken water and sewer mains and services, gas leaks, roadway, and other hazards.
  • Safely operate City vehicles and equipment.

Minimum Qualifications

 

Education, Training, and Experience Guidelines:

High school diploma OR GED equivalent AND four years of public works inspection experience.


License and Certification Requirements:

  • Must possess a valid California class “C” driver’s license upon hire and maintain throughout the length of employment with the City of Victorville. 
  • California Water Distribution 2 certification or ability to obtain within first 12 months of employment.
  • California Stormwater Quality Association (CASQA)/Qualified SWPPP Practitioner (QSP) certification or ability to obtain within first 12 months of employment.


KNOWLEDGE OF: 

  • City policies, procedures, codes, and ordinances.
  • Health and Safety Code.
  • Engineering construction and inspection methods.
  • Methods, materials, equipment, and safety hazards of public works construction.
  • Proper use of construction materials and equipment.

Physical Demands & Working Environment

 

Work is performed in both an indoor and outdoor environment.  May be required to traverse uneven terrain, work in trenches, climb ladders and walk on steep slope roofs. May be exposed to heavy machinery and extreme weather conditions. Incumbent must have the mobility to visit City job sites on a regular basis.   Visits to job sites include exposure to dust, extreme hot and cold temperatures, noise and inclement weather in a construction zone environment with occasional exposure to hazardous work conditions. Physical demands consist of frequent standing, climbing, walking, lifting, bending, or stooping. May be required to lift and carry items weighing up to 50 pounds.  Incumbent must be able to see and hear in the normal range with or without correction and communicate both verbally and in written form with great facility and be understood. Incumbent must have the stamina to work long hours and overtime, if assigned, and must be willing to work an irregular schedule, attend evening meetings after working a full day, if necessary.
