Business Analyst I: $5,769 - $7,731 per month
Business Analyst II: $7,029 - $9,419 per month

We have an opening for the position of Business Analyst I/II in our Information Systems Department. Under direction (Business Analyst I), or general direction (Business Analyst II), performs a variety of tasks including setup, administration, end-user functional and technical support, training, vendor interfacing, and reporting assistance for one or more enterprise software applications. This position works closely with Geographic Information Systems (GIS) Analysts within the Information Systems department to troubleshoot problems, develop reports, and maintain and upgrade GIS-connected application(s) with map services.
Distinguishing Characteristics

Business Analyst I – This is the entry level class in the Business Analyst series providing business and analytical support of enterprise software applications to City information users.  Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Business Analyst II level and exercise less independent discretion and judgment in matters related to work procedures and methods.  Incumbents in this class are expected to learn the operating procedures and policies of the work unit under the direction of the Applications Development Manager.  Incumbents initially appointed to the Business Analyst I level may progress to Business Analyst II after successfully completing two years (24 months) of progressively responsible experience as a Business Analyst I with the City of Escondido, and achieving the qualifications and departmental requirements established for progression.

Business Analyst II  This is the experienced level class in the Business Analyst series and is expected to independently perform the full range of business and analytical support functions with only occasional instruction or assistance. Positions at this level are distinguished from the Business Analyst I level by the performance of the full range of duties as assigned, working independently, applying well developed business and analytical knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only upon completion and for quality and appropriateness of overall results. Positions at the Business Analyst II level are normally filled by advancement from the Business Analyst I level.

 

Key Responsibilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties form those set forth below to address business needs and changing business practices.

Performs administrative tasks within enterprise software applications, including setup, user administration, and software configuration.

Researches and provides answers to questions regarding functionality of enterprise software applications.

Creates and maintains end-user training materials, and conducts training sessions to ensure that applications are being optimally used.

Responds to trouble calls and provides business level support in the troubleshooting of user problems; acts as the conduit for support issues that must be investigated by technical analysts, and/or reported to the supporting vendors.

Develops and maintains data queries using enterprise application tools; creates and maintains reports using enterprise reporting tools.

Works closely with GIS staff on the mapping and usage of GIS assets within supported enterprise software applications.

Works with GIS and other staff to help implement processes for the updating of GIS data.

Works with GIS and other staff o identify and assess high-risk assets.

Organizes and leads the implementation of new enterprise software installations, and migrations; organizes and leads testing efforts during software upgrades or patching cycles.

Assists in the evaluation phase of new enterprise software acquisitions from client requirements; determines methods of integrating and interfacing between existing applications to meet user needs.

Operates a variety of computer equipment including workstations, servers (physical and virtual), tablet computers, laptops, printers, and mobile phones.

Performs related duties as required.

Provides vacation and temporary relief as needed.

Ability to:

Provide support in the implementation and maintenance of various applications.

Create and maintain training materials, create training videos, and instruct users in the use of enterprise software applications.
Operate a variety of computer systems and equipment.
Demonstrate an awareness and appreciation of the cultural diversity of the community.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Keep up-to-date with industry and security best practices.
Continue to learn the latest technologies and seek out areas of business process improvement.


 

Minimum Requirements


Business Analyst I/II
Education/Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in computer science, information systems, business, or a related field.

Business Analyst I
Experience:
Four years (full-time equivalent) of increasingly responsible business analysis and software application support experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Business Analyst II
Experience:
Two years (full-time equivalent) of experience equivalent to a Business Analyst I. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

License or Certificate:
Possession of, or the ability to obtain, an appropriate, valid driver's license.

SELECTION PROCEDURE

Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process.  When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States.  Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status.  In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment.  The City of Escondido participates in E-Verify®.

The Loyalty Oath will be administered to all new employees on their first day of hire.  New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
