Position Description

The Wastewater Compliance Inspector manages the residential and commercial inspection & monitoring program to ensure compliance with the sump pump & industrial pretreatment programs. Also assists with (but not limited to) wastewater sampling, odor control and monitoring, fats, oils and grease (FOG) elimination as well as other items that negatively affect the Wastewater Plant & Collection System. Communicates with home/property owners and businesses to inform them of regulations regarding various compliance programs, & the rationale for the regulations, and the impact of noncompliance. Works with affected parties to resolve technical problems.

Scope of Responsibility:
The Wastewater Compliance Inspector is responsible for code enforcement and public education regarding the impacts to city infrastructure.

Primary Responsibilities

 

Essential Duties and Responsibilities:

  1. Conducts and provides oversight for the wastewater infrastructure inspection program.
     
  2. Develops, implements, and administers policies and procedures for the program.
     
  3. Inspects residential and commercial properties and associated wastewater infrastructure to ensure compliance with associated codes and regulations.
     
  4. Records inspections conducted and recommends modifications.
    1. Works with Wastewater Plant Superintendent & Wastewater Utility Director to develop effective policies and procedures for program;
    2. Develops and recommends policy changes for review;
    3. Recommends and/or implements process and procedure improvements;
    4. Meets with property and business owners to review compliance requirements;
    5. Determines an overall schedule and timeline for inspections to cover all sections of the city;
    6. Coordinates periodic notification of property owners regarding inspections & regulations,
    7. Schedules regular inspections with homeowners and businesses. Schedules inspections as follow up to complaints;
    8. Creates maps and databases for documentation and illustration;
    9. Wears proper protective equipment when policy requires or conditions indicate a need exists;
    10. Plans the work schedule to meet department demands to reasonable and necessary levels.

  5. Oversees and participates in compliance activities, technical analysis and resolution of wastewater infrastructure problems.
    1. Answers questions and provides information pertaining to ordinance, regulations and program goals for home/property owners, and property managers;
    2. Inform residents and businesses of compliance requirements or violations; 
    3. Meets with property managers and business owners to review compliance requirements;
    4. Analyzes specific problems; and recommends solutions 
    5. Maintains chain of evidence; 
    6. Provides informed input on matters relating to the annual operating and multi-year capital budgets;
    7. Reviews year-to-date spending reports and monitors entire budget. Recommends adjustments as necessary to achieve a desired balance at the end of the cycle;
    8. Works to ensure the most cost-effective alternatives are identified when planning expenditures.
       
  6. Performs inspection duties.
    1. Inspects residential dwellings and commercial properties to ensure compliance with City ordinances related to wastewater infrastructure;
    2. Records all inspections conducted and recommends system modifications;
    3. Interacts with residents to discuss deficiencies and to provide information and assistance on appropriate corrective action to take.
       
  7. Performs work of the department in a safe manner.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
       
  8. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Frequently interacts with the public, vendors and other departments to exchange detailed and/or technical information; Responsible for maintaining relationships that are key to the function or the city;
    2. May periodically prepare and conduct presentations to community groups and companies;
    3. May periodically respond to media calls and conducts television and radio interviews to keep citizens informed of ordinance requirements. 
       
  9. Performs other duties and activities as assigned.

 

Minimum Qualifications

 

The job requires an associate’s degree or two years associated with wastewater infrastructure or Inspection related activities; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. An associate’s degree or certification in water/wastewater operations is preferred. A valid driver’s license is also required.


Knowledge, skills and abilities include:

  • Knowledge of wastewater associated ordinances and regulations;
  • Knowledge sufficient to understand causes and effects of infrastructure problems;
  • Knowledge of local, state and federal laws, regulations and codes relating to wastewater activities;
  • Knowledge of human resource management practices;
  • Skill in performing inspections, that includes identifying deficiencies and interpreting compliance;
  • Skill in written English sufficient to interpret and apply technical manuals, ordinances, resolutions and other printed materials;
  • Intermediate level skill in computer use;
  • Ability to communicate effectively in both verbal and written forms, and have strong public relations skills;
  • Ability to establish and maintain effective working relationships with others.

 

Physical Demands

Physical Demands & Working Conditions:
Most work is performed both in a normal office environment with some work performed at outdoor construction sites and inside private homes and other properties. Work is generally light. Daily work involves moving between properties. Regular driving is required to perform field work and attend meetings. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. At times there may be exposure to disagreeable working conditions. The incumbent carries materials to inspections (weighting up to 10 pounds), walks up and down stairs and occasionally climbs ladders at construction sites.

Light work: Exerting up to 10 pounds of force frequently. The job is rated for light work.
