About the position

Responsible for the administration, development and direction of the Capital Improvement project design and technical review function. Job duties include leading and directing the engineering design process, oversight of the Capital Improvement design process from authorization through acceptance. This position includes project design, consultant evaluation, construction cost estimating, specification development, and bidding. Provides leadership and direction of interagency coordination, floodplain management pertaining to Capital Improvement Plan projects. The Assistant Director is responsible for the supervision of the engineering review of CIP requests and proposals during the annual budget process and directly supervises the full-time staff assigned to the CIP design division. Enforces City policies, procedures and directives. Manages the work of staff. Responsible for evaluating, coordinating and implementing long and short-term planning, goals and objectives. Ensure compliance with all applicable regulations. Addresses questions and complaints from management, Council and residents. Participates in/on a variety of meetings, committees, Planning and Zoning Commission, City Council meetings and/or task forces to provide technical engineering information based on assigned area of responsibility. Provides expertise by analyzing, reviewing, and critiquing development projects and plans.

Responsibilities

  • Develops and maintains a five-year Capital Improvement Plan for transportation, drainage, facilities, water and wastewater utilities including water and wastewater treatment and reclamation plant facilities.
  • Produces deliverables including a wide range of technical, analytical and supervisory duties such as the development of project scopes, cost estimates, schedules for project design and construction, trends in project costs and schedules.
  • Interfaces with consultants involved in the design and construction of capital improvement projects, providing leadership in scoping of projects with design consultants, and negotiation of professional services contracts.
  • Manages modeling software and requests for transportation, water and waste water utilities.
  • Produces civil engineering design plans and project specifications.
  • Reviews the City's Master Plans and updates these documents and the corresponding capital improvement projects.
  • Reviews drainage reports and manages floodplains as part of the capital project approval process.
  • Provides oversight on the technical review of capital projects, and signature prior to bidding.
  • Ensures that reports required by regulators are filed in a timely and complete manner in order to maintain compliance with all applicable regulations.
  • Assists Director in developing a vision and strategic plan for the department.
  • Develops and monitors operating budget expenditures, provides internal budget controls, and assists the Director in determining budget priorities and developing an appropriate course of action.
  • Discusses and reviews each division's budget along with goals and objectives within each.

Requirements

  • Bachelor of Science Degree from an accredited college or institution in Civil Engineering, or related field.
  • Seven years of experience in a professional level Civil Engineering design or project management role.
  • Knowledge of modern principles and practices of civil engineering and construction.
  • Professional Engineer Registration in Texas, or ability to obtain it within one year.
  • Valid driver's license with an acceptable driving record (must obtain TX driver's license within 90 days).
